September 11, 2001 Immigration Update

Ever since the tragic events of September 11, the Immigration and Naturalization Service has begun to review its systems. From now on, it is likely that all over the world, applications for student visas will receive increased scrutiny. In Muslim countries, applications will be scrutinized extremely carefully, and in fact a waiting period of three to six weeks has already been imposed for all applications from male adults from these nations.

Bona fide students currently in the United States on F1 and J1 visas should not be affected by this. However, all students are advised to make sure that they are fully in compliance with INS regulations. It may also be prudent for those already in the United States to minimize trips outside the country for the foreseeable future. Those who absolutely have to make visits abroad – including Canada and Mexico - should take special care and make sure that their visas, I-20s, and other documents are signed and valid before leaving the United States.

In the wake of the September 11th terrorist attacks on the U.S., the Immigration and Naturalization Service (INS), will begin using an Internet-based system for tracking foreign students in this U.S. The current system, paper files kept at the educational institutions has proven to have flaws, as evidenced by INS's inability to account for whether or not foreign nationals who came to the U.S. on student visas were actually studying at a school. The new system will allow the INS to track students more carefully, and likewise will keep schools informed as to when students have arrived in the country. Accordingly, foreign students wishing to study in the U.S. should approach the visa application process in a careful and timely manner.

New INS System

The Immigration and Naturalization Service has begun a new system for all foreign students and visitors who want to come to the U.S. The Student and Exchange Visitor Information System known as SEVIS, is meant to be a fast moving version of long standing procedures that requires colleges to monitor the academic status and addresses of foreign students. All who wish to take part in the ESL (English as a Second Language) Program at Sacred Heart School of Theology, or wish to take a sabbatical, must be registered at least six months before they come to the U.S. All information is in a national computer database at the Immigration and Naturalization Service.
